02 s40 front fog lights help?

Hi guys.Just purchased a 2002 s40 1.9d.Everything great but the front fogs not working.Rear fog works.When I press the front fog button no click unlike the rear fog button where I get the power click when pressed.No fog icon in cluster.Fuses are good.Bulbs are good.Maybe cem?Just got under the car and examined wiring loom under rad and seemed almost new.Must have been done previously by last owner.Noticed a 3rd loose thin white wire that was not connected to anything on the same loom that was running to the drivers side front fog.Looking at the other side this wire is running to a connector.Am I missing a connector on the drivers side fog or is there only one on the passenger side fog.Thanks in advance.

I have a pdf file of the wiring diagrams for 2002. S40 and V40.
Whole file is 16.2 mb so rather large and now unavailable thru the forum.

Fog lights should go through the CEM. Most likely cause is a stuffed relay
