How can you have an ECM off a 98?

Because it has Motronic 4.4 which is the fuel and ignition combined. When they are combined it is an ECM. If it were a model with fuel and ignition in separate modules then it would an MFI CM and an Ignition CM.
Volvo has not done this on any North American models but if it had ECM and TCM functions integrated in one control unit then the correct name would br Powertrain Control Module, PCM.
ECM is what Volvo called them per SAE suggestion to the EPA for a standardized terminology pursuant to the Clean Air Act portions pertaining to repair manuals and repair access.
What would you think it should be called?

Do you mean the ECU or is the engine control module something other than the ECU
If you mean the ECU, it's familiar to everyone as an ECU, say ECU (not ECM).

All codes relating to engine controller failure when scanning with Vida/Dice are an ECM fault.
When you send the clear command via VIDA/DICE to the engine control module it says "ERASE ECM" not "erase ECU"
All references in Volvo literature are made to an ECM NOT ECU
Technical forums are here for the sake of education of forum users so we are better educated about the terminology which is specific to the car make we are working on. When almost everyone has Vida/Dice setup it will be counter-productive to go back to calling them CPUs or ECUs.
Adhering to a conventional standard of terminology is fine if we're referring to a Volvo on a Buick forum, but we're obviously not on a Buick, Ford or Mitsubishi forum

ECM is the industry standard to avoid the confusion of every manufacturer having a different name and acronym. Volvo has not called anything an ECU in almost 20 years. They do refer to a few things as "CM", as in "ECC CM". But that became CCM consistently when P2 platform was released in 1998 as 1999 model S80.

But everyone else does... and uses THAT terminology regardless of brand of car and is not necessarily the industry standard.
