2008 XC90 front rotor replacement

I recently replaced front brake pads, and "thought" I could get away without changing rotors. I had the vehicle to the dealer today for warranty work and told me that for state inspection, the rotors need to be replaced. Apparently they are warped, even though I cannot feel anything in the pedal, and they did not feel grooved. My question is, will I need to replace the front pads again? New ones may have about 500 miles on them, at the most. Thanks for the help.....

Rotor change for state inspection is new to me.
Good brake rotors would last 100K, two lifecycle of a brake pad. But not in urban driving.
There are pads and rotors intended to deteriorate quicker by design.
Keep the front brake pads if these are good quality, and have retained ample thickness.

Thank you. Yes Wagner thermo quiet. I literally put them on about 500 miles ago. Plenty of life left. Thanks again.
