Look underneath and see if anything is leaking visibly.

one quart per 3500 miles is not using much oil. Do you check it that frequently or did the message lead you to check it?
Did it use one qt every 3500 miles or go 5K and then use a quart every 1K?

I am asking so many ? because it does matter. If it uses 1 every 3500 miles that is maybe not great but it is still very little consumption. If it goes 4000 miles and is still full and then begins to use it then your use of car may need more frequent oil service. Oil that gets thinned from fuel dilution of shorter trips and lots of engine starts will be consumed faster.
BMW and Mercedes dropped dipsticks and added oil capacity for those reasons. Some of their models can get almost 3 quarts from the original fill level without a message. If equipped with onboard message center way to check oil it is not 100% honest an will show full when it has dropped by a quart or more.

How many miles total? Is it still in factory warranty?

Ok volvo dealer has car and it will be there for a week as they figure out oil usage issue. They mentioned it will probably need new pistons....Can anyone help with this or give me your opinion? Car has only 36k on it. Could oil usage be linked to piston wear? Car does smoke and no oil seems to exit exhaust. Im at a loss. Should dealer replace more then just pistons and rings?

There may be a service piston with a different ring style so rings only will not be changed but pistons with new rings.

There is unlikely to be any other pieces needed. Several gaskets and seals will be replaced as part of this repair.

There is likely guidance from Volvo if not some existing service bulletin that prescribes what is done.
