Turn the key, start the car, starter keeps running. I've already replaced the starter and solenoid as well as the ignition switch. When I check there is 12volts to both sides of the solenoid while the car is running.
any ideas???? short maybe, bad ground on the starter perhaps?

May be a faulty ignition lock cylinder.
Have you tried separating the electrical section
of the ignition switch from the mechanical part?
Pop it off and start the car with a screwdriver.

tried this and no dice...I've also pulled the little pop off green wire between the two main connections on the starter and still no dice..

Elaborate on how you have the starter wired.
The large main terminal should have both the battery and the alternator wires, together on the same large terminal. The green/red wire then goes to the small lug on the solenoid.

That little green wire is the "trigger" signal.
If the starter remains engaged with the green
lead unplugged, then you have a bad starter.

Does the starter only kick on when you turn the key to III or does it kick on whenever you turn the key to Run (II). When does it kick on?

it kicks on when you start the car, so key goes to start position, starts the car then goes back to run position but starter does not turn off.

hhmmm that's what I thought but it's a new starter and solenoid. That being said with parts these days maybe it's a new starter but still bad?

To rule out tumbler issue...
- Remove the Ignition Switch (LEFT of steering column).
- Use a flat blade screwdriver to crank the car and then bring the screwdriver back to position II (run).
* If the starter stops running ---> tumbler issue (I have a spare one lying around)
* If the starter continues to run ---> problem with starter solenoid (whoever rebuilt it probably did not lube the solenoid properly) and/or wiring.
- Remove the Ignition Switch (LEFT of steering column).
- Use a flat blade screwdriver to crank the car and then bring the screwdriver back to position II (run).
* If the starter stops running ---> tumbler issue (I have a spare one lying around)
* If the starter continues to run ---> problem with starter solenoid (whoever rebuilt it probably did not lube the solenoid properly) and/or wiring.
