Turbo question

Hi everyone, just a quick question, am I right to assume that if I get any kind of boost reading from a ELM 327 bluetooth android OBDII reader, that gets the boost signal from the MAP sensor, that the Turbo is spinning ?

As a general rule and if the MAP readings from the OBDII reader are given in kPa;

Less than 100 kPa = Vacuum
100 kPa = atmospheric pressure at sea level
100 kPa + = boost

You can also read the manifold vacuum/pressure with an external gauge.
