S90 Part ID & Cruise Control Servo Question?

1997 Volvo S90 Questions:
What is the Part in my Photo and what does it do?
Also, I replaced the Cruise Control Servo due to failure and now system does not accelerate as before.
Is the Servo adjustable?

The pictured device appears to be the alarm horn but I have never even had the hood up on a S90. I am going to move your message to the appropriate forum so you can get a model specific answer.

It is the alarm horn.

The cable from servo to throttle cable spool is adjustable.
Is the replacement servo used? It could have a pinhole.

It is a simple system. A air pump located on the inlet side fender, a black double sized relay located behind the console, the servo (which is new) and a cutout switch (which I believe acts off the brake switch)

Have you checked all these items? My 960 had a pinhole in the servo (or diaphragm as it's known) which I filled with gasket sealer.
