1989 740GLT automatic climate control issue

I have a 1989 Volvo 740GLT with the B234F engine. The car is fitted with Volvo's Automatic Climate Control system. When I move the temperature selection wheel the heater flap works. The fan motor runs, and pulls air in through the interior intake (verified by smoke test), but there is only minor air movement out of the floor vents, nothing from the face level dash vents, and almost nothing from the defroster vents, no matter where the control lever is. The fresh air control vacuum motor doesn't operate. It holds vacuum on test, but there doesn't seem to be any suction on the vacuum line. Because of this I can't get the aircon regassed - it can't be tested properly. I think it's a vaccuum system problem but my theory that a main line was disconnected has failed. I have been trying to find some schematics or layout drawings of the system, to track the vacuum system operation, but to no avail.

Has anyone had this problem? Couldn't find anything in the posts. I'd greatly appreciate any assistance you can offer.
