Having the classic symptoms of etm failure, I recently replaced the etm with a Xemodex unit. This seemed to make an enormous difference with the problem at and near idle. There still seemed to be a bit of flutter while cruising at a constant speed. I replaced the MAF. Despite my efforts, this flutter persists. It happens intermittently. When observing the throttle angle and throttle position on VIDA, it appears as though it is getting a "noisey" signal. I don't believe it is the accelerator position sensor, because it appears smooth on VIDA even when the fluttering is happening.
Could this be a defective etm? Are there other sources of this problem?

I should clarify. This flutter/surge/stumble is only really noticeable by feel when at a constant speed. However, VIDA reveals an erratic throttle angle/position that does not match the accelerator position. This happens at idle, under load, and at constant speed. When I say, "noisy," I mean that the graph of the throttle angle looks like a noisy electrical signal on an oscilloscope. The pedal position graph appears smooth. I should also add that I have tried cleaning the contact on the ECM relay.
