1997-1998 960/S90 Issue with ALL turn signals

When car is off, the hazard lights work. When car is on, the right blinker light stays on and none of the blinkers work and the hazard lights do not work. We purchased new bulbs and checked all of the fuses, but nothing is working. Help.

Have you checked/replaced the flasher relay? Could also be bad ground someplace.
