1995 940 Starting Issues

I have a 1995 Volvo 940 that does not want to crank when the temperature outside is below 60 degrees. If it is above 60 she will crank and run fine. We have change the fuel pressure regulator, the coolant temp sensor, rpm sensor, cleaned the idle air control valve. We have spark and fuel it just seems we are not getting enough air. Any help would be greatly appreciated.

Have the throttle switch been verified to be closing when it is colder?
That has been a common issue with your symptoms listed. Things change dimensionally when they cool.

Have not tried that.....thanks we will try that next. Is there any way to check to see if it is working properly?
