It shouldn't be that difficult. If these aren't universal in design then a junk yard where other Volvo's are would be a good source for them as I hardly hear of these breaking. Just make sure it's not a blown fuse, though I know that one has fallen in.

For the one that fell in, is it the whole mounting point for the cigarette lighter that is broken or just missing?
If it's just the parts that need to be replaced, there should be no problem finding replacements (new or junkyard), but as MIJ suggested, first check the fuse for both of them also to make sure they're not blown.
If you can, check the wiring connections to see if they're connected properly and you're getting power.
In my case, I had a lighter that no longer worked after a service visit with my regular Volvo indy shop. What happened was that they had the "new guy" replace the burnt out bulb in my shifter without telling me. In doing so, he pulled out the center console, replaced the bulb, but forgot to reconnection the wires for the cigarette lighter.

I just bought a 2000 s70 and had the same problem. I always go to my local car stereo dealer. Those guys are used to pulling consoles and stuff apart. I gave the guy $45 and he repaired the liter that had slipped in (sounds similar) and he also fixed the shifter light that was burned out. It did take more than one hr. The dealer would have charged $100
