So I changed my oil last week, or so I thought. I actually drained my ATF accidentally (new to repairs and not under the car often), luckily, I was planning on a drain and fill and had 1 gl. and a new crush washer on hand. about 3.5 quarts came out so I took .5 qt out of the gallon and filled. Transmission seems to run just as a good, lost a slip and have a new little one, but it just appears that I have too much fluid in there. I've checked the stick cold, hot, I have done test that Robert DIY shows on youtube.
How can I accurately get it down to proper levels?

You will have to loosen the drain plug and let some of the fluid weep out through the loosened drain plug. just let a little at a time weep out. Remember that the ATF can only be checked when the car is level.

You can also insert a plastic tube down the filler tube and suck some out with a hand pump.
