It's possible the solenoid is stuck on somehow but you usually get a pretty spectacular mechanical failure when that happens. Look at all the braided wires that bolt to the frame...you are looking for green cuprous oxide indicative of corroded copper wire. Remove each ground bolt, scrape everything shiny, replace and tighten.

Low current draw on starter. Hmmmm. I guess if the starter resistance has built up, that sounds right. I looked in Allldata for specs but couldn't find a current spec. A vida vice person can help with that, perhaps

It is possible that the battery post has a bad connection internally in the battery. This is tough to troubleshoot but does fit the symptoms.

Oh yeah, get a wiring diagram, come back here and let's check all the relays for starter circuit too.

The corrosion may have been the culprit! There was some minor corrosion on the POS battery terminal that I disassembled and completely cleaned. I took everything out and apart, but the terminal seemed to be the only spot. I cleaned everything anyway, and when I got it all back together, it fired right up! Went for a drive, and the next morning it (graciously) did the same. Upon testing the next morning, everything checked good and 100% except for I still got the "FAIL" for the amps to my starter. It seems strong now, but I fear it may soon go out. It's been 3 days and the car's running better than ever. Thank you for all of the input!! You definitely saved my rear and PLENTY of frustration. MatthewsVS FTW.
