The gas gauge always show almost no gas even with a full tank or with no gas. Sometimes we see the needle move very little but that's all. Where should I start? The gauge or the sending unit?

The fuel gauge draws current from the temperature gauge - does the temp gauge work?
If it does, it is my experience that the fuel gauge rarely goes wrong. It is usually the sender unit. This can be checked with a multi-meter:
