Hmm how long was the car off battery power while repairs were taking place?? It is possible for the ECM to require reflashing due to being at a lower/no voltage than required for a long period.
The key in POSII starts the rear body module far better in my experience on P2 V70s as usually I lose rear locks after a battery reconnect with key off.
You can purchase a Vida/Dice and do some checks first before sending to dealer. This may save unnecessary expense.

I would check the car over for missing fuses and relays. If it sat at a shop for a while it could have had parts "borrowed" from it.
The ECM is tough and not easily harmed. It will not lose programming from sitting.
The ECM is also unlikely to be borrowed since it will not work on another vehicle.
Check fuel pressure.

Fuel pressue at 55 psi. It did "sit" at a shop for about a month, and it has taken me about a month to get it transported here, engines swapped and attempt to start. I have done many others, Volvos included that sat without power for longer, and have never lost a PROM on any!
There is nothing at all missing, I have checked that. There was also not much chance of cannibalism at the other shop, they rarely see a Volvo!
School me a bit on the VIDA-VICE thing. All I have ever used is a generic scanner, and have been able to handle some weird stuff.
Does the VIDA-VICE need an external computer (lap top) or can it store and be read from a desk top? Where can I get a good one (I have heard of faulty Chinese knock-offs) and what kind of expense am I looking at? Also, here again, I have no CEL's showing, my code scanner reads nothing!

The difference with this system is that it has 50 to 60 times more menus and individual tests. You can look at live data and so much more. I'd be surprised if it didn't help you sort this.

OK, Still no progress, but I do have some more info.
While doing the key position II thing, I noticed after about 40 seconds or so the CEL came on. It is not illuminating when I turn on ignition, try to start, or when the engine shuts down.
Does it appear there is an ECM communication problem somewhere? I only see 1 ECM fuse in the engine bay. Any ideas here?

Are you saying that if you place the key in PosII without starting the engine that the CEL lamp is not lit?

Because that lamp is not illuminating in a consistent way I would say it's likely the ECM needs to be reseated.
I bet you'll have software config errors if this car is read properly (with Vida)
You really need Vida, some contact cleaner and an ECM removal tool but for now just the tools and see if things change after a clean of the edge connector and reseat of both ECM & TCM.
