2002 S80 2.9L Reduced Engine Performance

The car wont start immediately. I have to hold the keys in the starting position until it starts which takes about 3-5 seconds. "reduced engine performance" pops up after it doesn't start immediately. No engine light. Spark plugs were changed. The fuel injectors are clean. Fuel filter wasnt checked yet (can someone tell me where it is?) PCV oil catch was changed. ETM was cleaned by me. The lights seem to go dim inside the car when i try to turn the car on at night. Could this be an electrical problem? My computer seems to make a strange noise like it's letting off steam.
