1999 s80 2.9 Top Speed Issue

My car has been driven over 100 K Miles. I am 3rd owner. Besides lots of issues with this car, I see another which does not bothers me ever but still would like to know "this car does not go over 112 Miles (180 KM), it stops increasing RPM on the empty highway....and the Speed needle stops exactly on 112 M.

No Err Codes. Drive is smooth.

Any ideas?

It's a speed limiter. Typically set for the speed rating of the tires that originally came with the vehicle.
