2000 S70 Non Turbo 80,000 miles

The car has a slight hesitation or chugging at low RPMs when either sitting in Park and quickly increasing the throttle or taking off in a hill. If the throttle is increased slowly when in park the car responds fine. Their is no CEL.

Where should I start troubleshooting?

I would start at the dealer to see if there if there's a software fix. I know Volvo had some issues with their cars (not sure if it was your year) because by default the cars were shifting into neutral when stopped and if you punched it from a stop there was a hesitation while the car shifted back into gear. The dealer can diaable this "feature".

Believe the shift-neutral issue was only on '01's...maybe some early '02's- but still would be worth checking out. Also, if your fuel filter hasn't been change, go ahead and change it.

I will start with the fuel filter. The car has been to the dealer recently for the software upgrade on the ETM. The car still has the original, I believe as it has a white mark on it. I am assuming that if their were other software upgrades necessary they would have completed them.

Not necessarily. I would ask them specifically if I were you.
