I wonder if the central electronic module can be programmed so that the headlight switch actually has an off mode. I'd like to be able to have the car on without the headlights also being on.

Yes, this is one of the CEM activation settings that you can change (toggle On or Off) when you talk to the car with a VIDA interface. If you do not have one, look for an indie to have it done for cheap.
Example of Precision: Measure with a Micrometer, mark it with Chalk, and then cut it with an Axe.
