Example of Precision: Measure with a Micrometer, mark it with Chalk, and then cut it with an Axe.

Would this also be the same for a 2006. I just got told by my mechanic that he is trying to figure out the washer pump problem on my car.

Very likely a bad ground. If you get 12 V to the plug when the switch is operated, and the motor runs with 12v applied directly, the ground or earth is the last suspect

Having been through this just recently, here is what I would do.
1. Put the car on axel stand or ramps and remove the bumper so that you have access to the washer pump and wiring.
2. unplug the wiring harness from the pump and check for voltage across. I read 11v on mine. If you have voltage then your problem is likely a bad pump, or bad ground
3. wire up some leads from a battery to the pump. I was able to get it to work with a FRESH 9V battery and some wire that I wrapped around the battery terminals and taped down. I know the motor is a 12V motor but a fresh 9V battery worked for me. If the pump motor spins then the pump is fine, and you're now likely looking at a ground issue. If you have a 12V battery, that's better.
Start looking at the wiring, in particular follow the ground wire (which was black on my 2002 S60). On my S60, the ground wire runs through a black plastic attachment that is mounted to the bottom of the washer bottle. My ground wire broke between this attachment and the wire wiring harness. It was pretty obvious once I started looking around.
Does the headlamp wipers work? If not then the ground issue might be somewhere else. I believe the headland wipers and the washer all share the same circuit and are control be the same module.
I am by no means a Volvo expert, this is just my advice having worked through the same type of issue.

So there is no power at the pump. It shows a good ground.
And nothing passes as switch is ingaged. So my mechanic says fuses look good.

Did you check fuse #7 in the engine compartment fuse box and fuse #34 in the CEM fuse box?
Did you check relay FST3 in the engine compartment fuse box. While at it check FST2 as well.
Do the headlamp wipers work?

So mechanic says all fuses are good. Pump work with power jump to it.
No power on the connection to the pump. (Along the harness.
