Further updates to this fuel issue:

The used fuel pump relay did not fix the issue. But I was sure jumping the 15-87 in the relay showed improvement, so I went back there. I put a piece of insulated copper in there, put the key in position II and ran to the right, rear of the car and could hear the pump working. Before starting the car, I hit the schrader valve on the fuel rail and got STRONG fuel stream. let it build again, and started the car, and it had no bogging or sputtering when applying the pedal.

Turned the car off and the fuel rail pressure was very low very quick, and I was not using a gauge, but nary a drop came out.

I suppose I could have 2 faulty relays, but would a leaking injector cause the rapid lose of pressure at the rail? Do I take the plastic cover off and check each plug for wetness and/or charred walls?

Isn't there some kind of 1-way valve that holds fuel pressure in the rail? I might be confusing this with a pressure regulator and yeah a stuck injector could do this but you should have a real strong fuel smell once in a while starting up.

yes, there is a very strong smell of fuel from the exhaust once the car finally gets started. I feel like you all have helped me get close. So based on symptoms, it looks like a faulty fuel line check valve, or some injector issue.

Pull the vacuum line off of the fuel pressure regulator and and see if it is dry. If it is wet and smells like fuel it has a ruptured diaphragm and it should be replaced.

The other possibilities (Bad check valve or a leaky injector) have been covered. If it is a bad check valve you need to replace the entire fuel pump assembly, not just the insert, since the check valve is molded into the housing.

Thanks again Lee, I am a bit of neophyte, and am not exactly sure where the vacuum line is for the fuel pressure regulator. I looked at the regulator on the bottom of the fuel rail, but no line to it. I took my intake hose out of the way but cannot find where metal meets rubber tubing. any good identifiers, tips, diagrams? There are a lot of lines to the right of the manifold.

On another note, in looking around, I found the connector in the pic undone. near where my ECU cooling hose is. It's 3 prong, I am trying to find out what it is, should it be connected, and does it have anything to do with my fuel pressure issue?

I jumped too soon, there isn't a vacuum fuel pressure regulator on a 2000.

The device in the picture is the high pressure switch for the air conditioner. I'm guessing your air conditioner doesn't work.

Thanks gain Lee, you are correct, no A/C, looks like 1 issue fixed.

So I I guess I am at the point now of most likely shot check valve since it sounds like the pump is activating. I will say I have put close to 100K miles on this car myself, and as far as I can remember, I have never had to repair the fuel filter. Is there a way to check if this may be the issue rather than replacing the pump assembly? The car seems to run fine when I get it up to highway speed, but not so much lately.

Given that you have an XC you want to check everything that you can to narrow that down. Replacing the fuel pump on an XC is a big time job. Similarly situated posters have cut the fuel line to add an inline check valve back near the gas tank rather than change the pump.

You should be able to let the fuel system build pressure and then clamp off the fuel line and see if it holds pressure. If it doesn't that would point to an injector leak and if it does that would indicate that the check valve is likely bad.

The fuel filter replace interval on your 2000 is 100k miles IIRC. I'd try that first!,

thanks abscate. It looks like I will be changing the fuel filter with possibly adding the inline check valve, since the fuel rail pressure drops to nothing very quickly after turning the car off. I don't think a super clogged fuel filter would cause this.
