Hey guys, there are 2 fuel lines running along the passenger side of my 1998 xcv70. One is the pressure fuel line coming from the fuel pump and runs up to the engine for fuel. The other is a return fuel line and is going BACK to the fuel tank.
I have a leak in the one going BACK to the fuel tank, but I can't figure out where it dumps back into the tank, the leak is once the plastic line turns to a hard metal line, and is up above the tank (the line has rusted)
If I know where it dumps back into the tank, I may be able to just by-pass the rusted line completely, but I can't figure out where it goes to.

I don't believe it does, eventually yes, but it's one of these arrowed lines, looks like it goes to the reserve tank? and then goes to the ejection pump, and then loops back to the fuel pump.

The left hand sender via running across back of tank as shown in the illustration. The return line fuel runs through the "ejector pump". This is not a pump but is venturi with a jet that the return line fuel flows through to create suction to pick up fuel on the LH side and carry via the other line to RH pump/sender. This keeps the RH side from running out of fuel once the fuel level falls below the driveline hump that separates the bottom of tank into two sumps.

I have a leak roughly where that arrow is in the RETURN line. Do you think that by disconnecting the control arms and fuel tank straps and lowering the tank a bit I'll be able to gain enough room to cut the hard line, and use high pressure 100psi rubber fuel hose to bypass the rusted hard line?

I have tried to figure out where the fuel line from the venturi pump feeds back into the system from the above diagram. If you follow the line it appears to go back into the primary pump creating a closed system. I am of the opinion that the diagram does mislead.
The fuel line that leads from the left side of the fuel pump goes directly into the fuel filter.
I have spliced the metal hose on my XC with high pressure rubber fuel line and not had any leaks. It is tight along those fuel line rails and not much room for clamps.
