It means the seat belt is fastened or at least that the system that monitors the rear belts thinks it is.
When you open a rear door the system is switched on to monitor belts to tell you that the occupants in rear are belted. If you have buckled the belt to hold something in seat it will do this. There could be a fault with the right rear seat belt buckle that has triggered the switch that detects belt insertion. Any piece of metal that a magnet would attract to that falls into the buckle would also do this. A paper clip is sufficient to be detected.
