Oops, I also have the 702. Hot-plug with the vehicle running works for me.

I concur wholeheartedly with Matty Moo's idea to check the fuse controlling the OBDII port. I'd certainly want to do that before giving up on the scanner.
But keep in mind other cars in the '96-'98 850/S70/V70/C70/XC70 group may have different fuses controlling the OBDII port than the Cigarette Lighter fuse that Matty Moo mentioned.
I'm not sure what year/model JimBee's vehicle is, but I know that on my '97 850 T5 the OBDII port is controlled by fuse 15, which my Owner's Manual lists as "OBD socket, courtesy lights, door open warning lights, remote operated central locking system", and which the label in my under-the-hood fuse box mentions as "Diagnostics" (among several other things). In my '97 850 T5, fuse 30 is used for the Cigarette Lighter according to the Owner's Manual and the label in the fuse box.
When I remove my fuse 30 (and no other fuse), the OBDII port can establish connections and works fine.
When I remove my fuse 15 (and no other fuse), the OBDII port no longer connects and is useless.
Even though I was pretty certain of that fact, I just tested it to make sure. No joke.
And, no, I didn't hear any sleigh bells, Ho-Ho-Ho, or "on Donner, on Blitzen".

I'm assuming that if the scanner menus come up when I plug it in that it's properly powered. I have two 96 855's and on both the scanner "turns on" right away and brings up menus when I connect it to the OBD ports.
But I can't get it beyond that to actually read codes. I get the "failure to connect to vehicle control unit" type of message after it runs through what seems to be a series of connection steps, such as ISO 9141-2 and kmp something, I don't remember them all, but there about 6 or more steps that it seems to read before the message that it can't connect to the vehicle control unit.
precopster (Mike) suggested I try it on a car that's not a Volvo. I don't have one handy, but will try to do that before giving up.

I just tested my scanner on my '96 850 and like you said it powers up with the key off and it will go through the series of connection steps and then give me the failure to connect.
With the key on (car not running) I select the OBD II and it will connect...after going through the connection steps it gives me the choice of two modules, and through trial and error I know that the second choice is the correct module. I can read codes with the engine not running (key on) but off course any live data monitors will require connecting with the vehicle running.
I always select the OBD II option because the 850's aren't on the menu for this scanner, that being said maybe something is wrong with my scanner because I have to do this even with my s70 even though the S70 option is available.
Another thing is that I have never been able to monitor O2 Sensor bank 2, only bank 1, which I assume is the front O2 sensor.

Don't assume. Both 850's that I tried to scan that had a blown fuse would still power on the scanner. You just couldn't scan anything.
