99 V-70 Steering Locked

i did the 98 GLT ignition tumbler free fix for the said problem. after i cut the lower plate of and emptied
the spring i went to grab the steering wheel lock and pull it down. well when i went to put my fingers in there i pushed it up by accident. well that is it lock went up, will not fall down will not pry down ,steering wheel is locked and key will not move. what do i have to do to get the lock to drop. i was going to pull the column to remove the lower lock housing to work on, does not lock to easy to remove. Any ideas?

Wiggle the SW while using a pair pliers to pull it back down.

You can see the anatomy of the SW lock, the thing that has a rectangular solid shape in the thread below...
