2000 V70R Fuel filling problem, triggers CEL

When I fuel my car, the nozzle of the pump stops continuously, as if it encountering a full tank. Careful squeezing will allow me to fill it, but it plugs up constantly, so it takes at least 3x as long to fill my car as it should.

When I am done filling the tank, the CEL comes on. This has happened the last two times I have filled the tank, so I now know it's not a fluke. What is going on?
