2010 V70 Dealer records from overseas?

I recently found a rather uniquely equipped 2010 V70 for sale at a dealer near San Antonio-

Now, since I'm specifically looking for a low mile 2009 or 2010 V70, I've expanded my search out nationwide- this one's about 900 miles from my house (it wouldn't be the first time I've flown to pick up a car and driven it back.) The thing that intrigues me, though, is that this seems to have been imported from Germany, based on some internet sleuthing with the VIN. Does anyone know how any dealer service records or a similar CarFax type history from overseas would be obtained?

I'm assuming this was a US spec car driven by a military member overseas, or a similar circumstance. I'd like to get some more information before I waste the dealer's time and my own.
