My recollection is that my former factory-trained Volvo mechanic may have told me this w/r/t my '98 V70. Can't say for prior years.

My 1999 has a clutch starter safety switch - car won't crank unless clutch is on floor. Great for teaching teens the stick shift..

I definitely don't have one of those. I'll put the car through my garage if I don't fully depress the clutch prior to cranking.

I was going to wait to drop this in as it is un-likely, but here it now is as I will be away for a week.
There have been a few reports of people having starting problems following tranny swaps, or replacing the RMS. It is weird, but the view is a build up of corrosion between the trans and engine faces, causes a poor earthing route (seems like a bad battery).
Try making a jumper wire from the engine block earth to one of the trans bolts and see if that helps.

You have power less than an inch away from the solenoid trigger on the starter.
With the car safely in neutral and the parking brake on, just jumper from the
big post on the starter to the small terminal with the Grn/Red.
If it turns over from there, start chasing from the ignition switch through
the PNP to the starter. Remember, there's a security system starter cut
relay in that run, too.
And FWIW, NONE of the sensors that have been
mentioned have a thing to do with the starter spinning.

As I had feared I simply didn't have the starter connected correctly. One of the two large wires got stuck under the starter and I didn't see it when I was reinstalling everything. Once connected it cranked just fine.
Seems to run reasonably well. It can be hard to start sometimes and the idle can get really crazy. These problems aren't related to my original problem so I won't go into them here.

P.S. Neil, in my reading I had come across a few people who had problems with the grounding between the block and the transmission. Before I mated the two together I took a wire brush on a dremel and cleaned those surfaces well to prevent that.
