This problem has been discussed already many times but after checking few threads I still cannot figure out when to hook up the black vacuum line. It's a short line which I had to modify after noticing 90 deg rubber elbow got damaged. Now it is white with red tape and black short section.
I do not see any vacuum ports.
Could I get clear picture please. Thanks in advance.

The top of those two lines on the airbox connects around to a thin nipple the lower front corner of the airbox, near the throttle body. It is called "line #6" in this thread, there are good illustrations of the line but not one of the exact nipple.

Eric,
Your info was spot on. I would never find, it is hidden under the box near the cold air duct (see image 257). Again rubber elbow was broken and I had to improvise (see image 267).
One more time thanks a lot.

I believe the function is control of the hot air box to regulate the input air temperature.
You could close off that vacuum line in a pinch.
