25 to 30 a wheel by UPS depending on how far they have to go, so figure $200 to ship a set which is WAY too much to pay for Perfos above the price of the wheels.

That is one option. 2 wheels per box simplifies the process and can be safely packaged this way. These could be easily shipped for around $100 with Greyhound shipping express. The only issue is the seller needs to drop off packages at the local Greyhound bus depot. Buyer would have to pick up packages at their local Greyhound bus depot.
