96' Volvo 850 Disconnected vacuum line
No idea where it goes to, it's at the fresh air hose.. the BCS vacuum line is plugged in but there's two inlets.

On my '97 855, that line connects to the fuel pressure regulator. I wrote up a short guide to replacing the crumbling elbows with silicone tubing here:

I made this repair a couple of years ago and it is holding up well so far.

No, fuel pressure regulator requires a vacuum source AT the intake manifold. Change it back asap!
That inlet at the piping is part of the TCV control
