All lower console controls, clock, shifter without power

My 2000 S80 started losing climate control fan power this week and just yesterday all the controls in the climate control section plus clock and shift indicator lost power. Fuses all check out. Is this a relay?

Update for any one who can help - The power to the console returned on its own, but now the climate blower will operate only the first time in the morning. Once the car is driven and turned off the blower motor doesn't come back on until being left overnight. It doesn't seem to matter if the car has been left off mostly the day. It has been cool the last two nights when this new behavior began. I am wondering if this is a relay or solinoid?
