2006 V70 2.5T Turbo stops/ stability control doesn't work
On mostly partial throttle and sometimes on full throttle accelerations, the turbo will stop working. If I let up on the gas the car will up-shift and the turbo will work again. Also the stability control light is lit, but the car pulls hard right on full acceleration and the right wheel always spins on even mild acceleration. Air pressure is checked as regularly as before the issues developed. Might these 2 problems be related and what is causing this? My cheap code reader shows nothing and no lights are on. Any ideas?

I'm a little confused by your description. How is it that you know the turbo "stops?" And what do you mean by that? A turbocharger is a device with an extremely rapidly spinning turbine inside of it, its pretty unlikely that the turbine would stop spinning under the conditions you are describing. Do you mean to say that the vehicle's acceleration is affected? Please clarify.
Overall, it sounds to me like the ABS computer might be bad, and your ESC (electronic stability control) isn't functioning. If it isn't working right, it can cause torque steer (hard pulling to one side) and poor acceleration. The wheel spin might be part of this, too. Best to find someone who has a better code reader, one that can access your ESC system and read what it is trying to tell you.
If you decide to replace the ABS module, you can get a used one from car-part.com for under $200.

Yes I guess that was a little vague! When I am accelerating at an almost a brisk pace, but not full out, the car starts out fine. I can feel the engine pulling nicely like it should keep revving a bit more with a higher shift point before up-shifting, but at this point the engine loses a little power like I took my foot off the pedal slightly and then upshifts.
I'm guessing that a better computer will reveal problems that do not light the CEL? Thanks for your help. I am absolutely disgusted with the car's performance right now!

My Volvo mechanic buddy indicated that he has seen a lot of turbo control valves go in this model year range. I replaced it and and the car ran much smoother, but I then after a half hour of driving got a Check engine code P0036 O2 Sensor heater control circuit (Bank 1 Sensor 2) that kept pending and setting immediately.
I read that a lot of O2 codes are really vacuum leaks so I then replaced the three lines, turbo, waste gate, and vacuum and the other small diameter vacuum hose to the intake as well as the larger thick wall hose from the air tube to the first of the one way valves at the front of the engine.
I tried to reset the code but it kept coming back. Tonight I drove the car home, shut it off for 20 minutes, started the car, shut it off, turned to on and reset the code, shut it off and removed the code reader, and then started the car. No check engine light even after a 30 mile drive. The car performs much smoother than before.
By pressing and holding in the READ button on the turn signal and pushing the rear fog lamp button twice, the message center will read out DTC code areas by then tapping the READ button through the cycle. Mine read as follows:
BCM Ready
SRS Ready
TCM checking
ECM DTC Set
AUM Ready
CEM DTC Set
DDM Checking
CCM Ready
PDM Checking
PSM Checking
REM DTC Set
UEM Checking
Anybody know where this information is trying to point me? Thanks for all of your help.

Update: After checking the connector for the rear O2 sensor,
https://www.matthewsvolvosite.com/forums/viewtopic.php?f=9&t=71878
I checked the code areas holding down the read button on the turn signal stock and hitting the rear fog light button twice.
The ECM code set had changed to ready.
I still have an issue with one of the backup assist sensors, and I guess that the REM and maybe the CEM codes may go out after that is fixed.

VIDA is your friend in cases like this. It'll show when a DTC was set and whether it's still being set or just sitting in the module waiting to be cleared.
