Windshield wipers, horn,and power windows

I have a 2000 s70.
When the key is in the off position the horn ,windshield wipers, and power windows work fine.
When I turn the car on and it's running all three accessories are not working. I was thinking it was the ignition switch. But jigging it doesn't seem to help. Maybe a relay??

That's odd - They aren't supposed to work with no key...
Horn, wipers and windows should only operate with the key on!
It might be overload relay 105 ( AKA 2/30 ). You can swap 106 to check.

If that's not it, I'd start digging around for signs of aftermarket electrical hacking.
