Front splash guards seem to be held on with rivets but one fell off, and the
other is ready to go.
Has anyone used regular pop rivets, or what is the suggested solution - leave
them off?

Don't use aftermarket black plastic rivets. They don't work. If you're not going to use Volvo rivets, I've used stainless steel pan head screws and nuts. It's just tricky to hold the nuts in place until they're tightened.

I use push-in plastic retainers, cheap and easy and work really well.

I drilled a small hole and used a black zip tie.

I used aluminum pop rivets, and painted them black. Holding well so far.

I didn't use any washers, and haven't painted them black yet. Here is what I did.
