choke light stuck on, won't shift up. '87 240 dl

While driving on the freeway at about 65mph my choke light came on and the engine downshifted on its own. It cannot be turned off. The dash light arrow indicator continues to burn brightly and for the life of me I cannot figure out what is causing this. I have researched this in both the chiltons and haynes manuals but am unable to find any pertinent information. Blown fuse? it seems not. before i bring this into the shop for servicing, any possible solutions from all you volvo lovers out there? It woud be most appreciated. Thanks, Twerpy.[/b]
