Update: I ordered an ABS module from Midwest ABS and had it installed. That immediately fixed the non-working speedometer issue but the ABS and Check Engine lights remain ON. Scan Tool shows no codes. If I was located in most places I'd be satisfied to leave it as it is as the car runs very well. However, I'm located in California and the fact that the two lights mentioned above are on translates to an automatic fail if I brought it in in its present state for a Smog Test, which is already way overdue. Does anyone have any thoughts on something else that might be causing the two dashboard lights to remain on?

Have you reset the warning lights? They could be phantom lights now you have fixed the ABS unit. If they were re-set and came back on, then there must be an issue, and a basic scanner may not pick the issues up. One of the favorite issues with the ABS system is the wiring harness becomes brittle and can cause shorts when it is maneuvered to install the ABS unit.
Engine check light would only be guessing without a code.

Remove the neg. battery lead and leave it off for 30 min or so, then re-attach. In a 98, this should extinguish the CEL for awhile. Also, 98's are exempt from having all monitors READY due to their unique nature. Also, having the ABS light on in Tx. doesn't mean an immediate FAIL. I know this personally as I had to deal with mine before FINALLY getting it solved. RPITA.....

I know the transmission issue isn't as important since I don't think you fail the inspection for it but here is some information regarding the torque converter solenoid: its not worth scraping the trans because of it. It's not too terrible to replace it and the solenoids cost between $25 and $150ish dollars which is much cheaper than a used slush box. I took off the ABS module, used a hacksaw, open the plastic case, got the protective layer of jelly out and resolder all the joints, and the ABS/Trac light was gone for good.hayesman76 wrote:ABS is still on.

The latest regarding the saga of my S70:
I replaced the ABS module with one from Midwest ABS and picked the car up from my mechanic (AAA certified) today. I was very pleased to see that, while the ABS light was still on (even though the module had been replaced) the Check Engine light was NOT. (Replacing the ABS module did fix the non-working speedometer/odometer issue, though.) Since that light was the only thing preventing the car from passing a California Smog Test, I made a beeline to the smog test shop and they performed a test as I crossed my fingers that it would pass. Sadly, although the car actually passed all the emissions-related tests, it failed because the Check Engine light came on when they hit the throttle!
Here's what the invoice from the shop that replaced the ABS module says:
SERVICE LIGHT IS ON WILL NOT RESET NO MATTER HOW LONG YOU HOLD THE RESET BUTTON
WE DROVE FOR OVER 10 MILES AND ENGINE LIGHT NOW OFF
NO CODES ANY TIME WE HAVE A LIGHT ON NO CODE
CONDITION WE SUSPECT ECM DAMAGE
CODES PO172 SYSTEM TOO RICH BANK 1
FOUND VACUUM DISCONNECTED, RESET CODE AND DIDN'T COME BACK
RESET ENGINE CODES AND DIDN'T COME BACK. CHECK ENGINE LIGHT STAYED ON WITH NO CODES THE SPEEDO AND ODOMETER WORK NOW
RECHECKED CODES NONE ON MOTOR OR TRANSMISSION.
CHECK ENGINE LIGHT CAME BACK ON WITH ABS LIGHT.
CANNOT RETRIEVE ABS CODES OR ENGINE CODES NOW. WE ARE ONLY ABLE TO TEST GENERIC VOLVO SPECIFIC IS ONLY FOR 2000 AND UP ON ALL OUR SCAN TOOLS WILL NEED TO GO TO DEALER.

Without my even showing him the invoice from the mechanic (see above) sure enough the printout I received from the SmogTest Staion says "Fault Codes: PO172 System Too Rich (Bank 1)
In sum, the car passed the Emission Test but failed the Functional Check.
I'm wondering if anyone has any suggestions apart from bringing the car to the Volvo dealership, which I just wouldn't do for a number of reasons (the dealership is from where I live etc.)?
