Air vent does not shut off

Air vent question.Can anyone out there who owns an 850 tell me if its normal for outside air to circulate in the car while travelling.It seems no matter what i do to stop the flow e.g air mixer off . recirculate on and still air moves in.An air filter has been fitted (past owner) I don,t know if the problem was there b4.Is it normal for these cars to do and if not, Does anyone have any ideas as to what,s going on?

It is normal for the left (next to driver's window) air vent in an 850 to always circulate fresh outside air into the car. I've read tha this is a normal thing and it happens in both my '97 850 and '98 V70.
