xenon upgrade kits for 2000 S80 T6??
Can the halogen bulbs be replaced with Xenon lights? If so, how and are there any issues to be concerned out?

Yes they can be replaced. Nopi has an APC high beam set for $18.27
There are some alternatives with Razo Premimum Whites high beams for $55.72 or PIAA Platnimum Super White's for $67.02.

I think he means something along these lines, http://www.xenonvalot.com/, although I can't seem to understand the strange interface of that website well enough to be able to find the model of xenons that would fit an S80.
