Did you check the wiring to the pump? Also, did you check the ABS rings? The one on the front axle you replaced would be my first guess. Also, it is most lilely not air in the system. Especially if the problem is gone with the fuse pulled.

Plug a scanner in and pull the ABS codes so you know where to look. Did you pry the shaft?

Send in your old module, I can pull the codes from it when it gets back. You have to put a note in the box though.

If the problem is gone with the fuse pulled, it's the ABS.

When you first turn on the key, before starting the car,
does the ABS light come on with the rest of the lights?
Did you know that the ABS system stores codes?
Is the ABS connector correctly seated at the module?

Or just pull the module and get it to Matty!

Clemens wrote:That shudder after just touching the brake pedal could be the abs pump (it is a shudder that lasts for a few seconds even after letting the pedal go). If this is your type of shudder check the wires. They go from the abs module to the pump and are prone to rotten insulation.
This is definitely worth fixing to prevent the pump wires
from shorting together, but bad isulation won't make the
pump run longer.

I have not checked the ABS motor shaft. Should I pull the motor off?
I returned the previously installed module to Matty which should be delivered per USPS on Saturday 10/8.
Matty will pull the codes and I'll wait for his guidance. All wiring to the module and the pump appears to be in excellent condition.
Meanwhile, thank you all for your support.

After going through hours of part replacements and failure, I finally got the problem fixed. As was suggested earlier, the tone ring was the culprit. Apparently I damaged just one tooth when I installed the new axle. I pried off the damaged one and got a new ring at the Volvo dealer just to make sure it was OEM. Well, I'll be darned, that did the trick. All is fine now.
Thanks to all of you for your comments and suggestions and to Matty for bearing with me.
I am still surprised that the local Volvo dealership and an otherwise highly rated independent Volvo garage could not figure this out.
