Update, four score later my cruise has been functioning adequately since I replaced all the vacuum lines, however it isn't as crisp as an 850 I recent took for a test drive.
In my car, it locks when I'm level but I have to hold the accel button for a few seconds. It drops a few mph when I go up and hill and doesn't go back up. It also doesn't accelerate, as a level off from coming down a hill. If I prime it by giving it a little gas, it's stick after a few moments, sort of like when I set it.
I replaced the pump motor once, should I try it again or am I missing something else?
