It's 'OBDII' and it means Onboard Diagnostics II. It's a computerized system that records and details faults in your Volvo.
Your 1995 probably does not have it, despite the word in the plastic piece.

Here's more:All cars and light trucks built and sold in the United States after January 1, 1996 were required to be OBD II equipped. In general, this means all 1996 model year cars and light trucks are compliant, even if built in late 1995.

I have a '95 850 Turbo and have the same thing that Ladley described. My Volvo mechanic said that although it wasn't required for manufacturers to include OBDII systems in their cars until the 1996 model year, Volvo chose to do so on most of their models starting in 1995.
