Vacuum leak? 1994 855T

Gas mileage down to 19 from 27, hard brake pedal below 15 degrees F, AT won't shift below 10 degrees F. Is this a bad vacuum hose from the power brake booster? Moisture in the brake booster check valve? How do I diagnose a bad check valve? I can't find a diagram of where the brake booster vacuum hose attaches to the engine. Is there a vacuum connection to the AT?
