98 V70 - Unknown part?

I'm new to this whole Volvo thing... not completely new to cars, just have not ever done a lot of my own work.

Can someone tell me what this is?

I thought it was the horn, but now I think these are the horn:

I can't really tell because the darn thing doesn't toot!! That is on my todo list. Sounds to me like it is the problem with the steering wheel... but not really sure. Any ideas are welcome.

First picture is of your alarm buzzer. You are right that it is most likely your steering wheel that is buggered up for the front horns to not work. www.ipdusa.com sells a kit to fix this....common problem on 850's.
