My understanding of one system, it has to have mapping to work...so, it will work in mapped cities, but not elsewhere. These maps are created with someone driving a vehicle down the streets, like Google street maps...and of course, they must be updated with current roadway conditions. So, when the street crews are working on a street, this info must be entered into database...which means you need a cellphone to catch this new data.
I'm not aware of a system that is "autonomous."
