1998 volvo low boost (5psi) after replacing tv with iPod tcv
I have a 98 volvo s70 with the 850Release turbo with white injectors with an ARD computer. Reverse intercooler pipping. Snabb intake. I originally had a (snabb tcv) boosting 15psi steady with no problems. It started throwing a tcv check engine light. I should've replaced it then but we tried a different route by adjusting the Wastegate. So from their on it would boost between 17-20psi with a (fluttering noise) coming from the turbo/Watergate. Today I installed my brand new ipd tcv I just got in the mail. I went for a drive and it still has a vacuum of 18-20 but my boost only goes to 5psi now? I double/triple checked my vacuum lines to make sure they are routed correctly and they are. Anyone know what my problem might be? Adjust my wastegate? Anything answers help thank you

Sounds like it is not hooked up correctly. recheck the hose connections based on the installation instructions.........ask me how I know!
Also, the wastegate adjustment may be too tight if it flutters.

+1 on the check that it is hooked up correctly to the notes supplied from IPD.
What IPD have not done yet (in spite me flagging this to them) is to advise customers not to crank the front 'leg' into the valve body. If you do this you crush the filter mesh into the valve preventing it being able to open fully. I did this and had intermittent boost. You should not turn the 'front leg in more than 3-4 turns MAX. It may feel loose but IPD assured me that is how it is meant to be. Due to their stupidity, I had them send me a replacement unit at their cost, but still can't believe they don't update the instructions!
Hope this helps.
Neil.
