"Seat Belts Installed Front & Rear" - only the Swedes (army in this case) would have seatbelts installed in the back of a 1970s military vehicle.
My dad sold John Deere industrial (yellow) tractors to governments in the 70s and 80s, and the Swedes had all kinds of extra design requirements, for safety. It gave him and the engineers headaches... like escape hatches on the roof of cabbed tractors in case they fall through ice on a lake. I'm 100% serious.

I like the idea of escape hatches! Would make the car feel a little more like something James Bond would drive! 
What's the chance we could collectively buy this, detail it in MVS stickers and have it driven across the country, from state to state? Maybe even contact Volvo corporate to chip in? Imagine our sages barreling down the highway in this? It would be grand!
