Sidebar - Congress, of course...

Under current law, airlines are allowed to overbook flights and bump passengers against their will, though there are federal rules that must be followed in doing so.

Airlines set their own boarding and bumping policies, which customers agree to whenever they buy a ticket and thus enter into a “contract of carriage.”

Did you by chance catch that PBS Nova "Search for the Super Battery"?

This guy (professor/materials scientist) developed a poly based electrolyte/separator which basically addresses this issue of internal shorting/high current runaway. In his spare time. He waited until he had a finished/working solution before going public. Probably due to patent filing concerns: because construction using an electrolyte/separator in a battery is public domain (I think), he would be patenting a specific formula. Somebody with deeper pockets like Musk could rush development faster and end up with the patent rights. I'm sure that segment turned a few heads within in the LIB industry.
