Woah!
Looks like the culprit (from the thread below) is most likely your ABS module.

And your ABS light is on? Looks like you might have to pop off that ABS module and ship it to Matty Moo at Midwest ABS. https://www.midwest-abs.com/ A lot of us on here have shipped our ABS modules to him for repair. You could try removing it and reseating it. But it probably needs to be repaired. You could also try to DIY it if you're daring...
Looks like you've almost got this squared away.

then the next thing i have ..... i was watching a video and it says that if you send off your abs module for repair you can still drive the car just don't slam on brakes or anything..... so if you can remove the module and drive normally.... then how could THIS be the problem?....
it seems like its stuck in limp mode... is there a test for the tcm? to see if the problem lies there?

that link has the blinking up arrow..... but mine doesn't have that now.... since i fixed the pnp... no blinking up arrow.... the only thing i have is the lack of power.... thats why i'm confused.. no blinking arrow.... someone said something about a wheel ring?... speed ring?... near the cv joints so the sensors could read it...

I don't know about driving without the ABS module. I never read that, don't think I would do that.
Speed sensor stuff looks confusing. I suppose you could check the resistance and continuity of each sensor to see which one might be bad. (Though, I wouldn't know when they'd be powered or not...)
https://www.fcpeuro.com/Volvo-parts/S70 ... d%20sensor Much cheaper on ebay...
In that link I posted last, someone fixed a similar problem by replacing the speed sensor that goes into the transmission.... Don't know what the code would be for either one of the speed sensors.

You need a good reader that can read the ABS codes and report where the bad signal is.
You can drive without the module in place, systems fail safe of course
